I have so much fury directed towards this man, and I believe he is the reason why Izuku’s father is out of the picture.
We know that the boy with wings doesn’t appear in the present day
but horikoshi gave us a suspicious hint about his whereabouts involving:
a Noumu that singled out Izuku among several others…
Noumu. Created by Sensei and one other…

Plus the only time Izuku’s father is mentioned is in front of that doctor, and if he’s really the one kidnapping people with interesting quirks for All for One, then he would be in the perfect position to call Hisashi out and get him alone with the pretext of helping out his quirkless son….
Because of Hisashi’s name (from hisashiburi– lit. “It’s been a while//Long time no see”) I believe that he will be back, but under the influence of All for One.

((Also fun fact, this theory about the doctor is part of the reason why the fic by swiftwidget and me (“Canvas”) is based in a hospital though we didn’t want to include the doctor,
1. Because we don’t know enough about him &
2. The events in Canvas are based purely on AfO’s hatred of All Might (too much of a personal grudge to allow outside inference beyond basic assistance))
I imagine it’s the doctor’s fault that Noumu look so grotesque. He’s the one doing the experiments. AfO just deals with quirk transfer and oversees the process.

The chubby kid with the wing’s is Tubasa.
It is suggested that kid is his grandson.
So if he is helping to make Nomus, he turned his grandson into one.

As far as I know, both the Doctor and Bakugou’s winged-friend are still nameless. Just wondering where you got that information…
(Just spent the last 45 minutes searching online and even scanning the credits of the anime for a possible reference to the Doctor and I haven’t seen any mention of the name Tubasa or more likely “Tsubasa” which means “wing”)
Horikoshi has been consistently hush hush about his villains and their backstories, so I’m definitely curious.
TV tropes game them names… but to be fair, tv tropes isn’t a perfect source.
hmm ah they list the “databook” as the source of the name… gosh I definitely need to get my hands on that book. Ha it’s been out too long, but I think I’ll have to order it online.
But yup, if it’s true, definitely a dark twist.
It’s true! these images are immediately next to one another in the databook. (Forgive my terrible image quality. The book is so small, it’s difficult to get a clear shot.)
In fact, both entries reference the other! Tsubasa-kun’s entry uses the word “musuko” instead of the outright word for grandchild, which confuses me a bit, but Doctor Tsubasa’s entry says that he’s Tsubasa-kun’s “ojiichan,” implying a grandfather-grandson connection.
